LandQuest Ventures, LLC (i.e. LandQuest) conducted a detailed ecological assessment for the proposed culvert improvement project located along 3.8 miles of Gayle’s Trails from the trailhead at Colony Club Estates to the western limits at Griffin Boulevard within the City of Panama City Beach, Bay County, Florida. The assessment evaluated existing wetlands, WOTUS, T/E Species, and other prominent ecological features within the project area site which extended beyond Panama City Beach Parkway and encompassed critical landmarks such as portions of Frank Brown Park and the new hospital near Bay Parkway and Highway 79. LandQuest later delineated wetlands along a portion of Gayle’s Trails defined as the proposed project area. Upon completion and delineation approval, LandQuest prepared permit applications for USACE Jacksonville District and Florida Department of Environmental Protection (FDEP). NWP 3 permit and FDEP ERP General Permit were later issued by each agency.
